Texas Gov. Greg Abbott has directed the Public Utility Commission of Texas and the Electric Reliability Council of Texas to conduct a comprehensive verification and audit of data-center projects advancing through ERCOT’s grid-interconnection process. Under the directive, those projects cannot move forward in that process until the review is completed, and projects that fail to meet applicable PUCT, ERCOT or state-law requirements must be denied a grid connection. A new interconnection checkpoint
The order is a significant new checkpoint for developers pursuing power for AI and cloud-computing campuses in the ERCOT region, which covers most of Texas. But it should not be read as a blanket statewide moratorium on data-center construction, operations or every grid connection. Its direct mechanism is narrower: a verification requirement for data-center proposals progressing through ERCOT’s interconnection process. Abbott’s directive requires a broad set of disclosures that goes beyond a conventional request for electrical service. Reports on the order say developers will be asked to substantiate projected electricity demand, water use and water sources, cooling technology, public incentives, ownership information, and plans for on-site generation or demand reduction. The stated rationale is grid reliability and community protection as proposed large-load demand rises sharply. The governor’s office said ERCOT was considering more than 474 gigawatts of requests to connect to the grid, with about 90% associated with data centers. That total was described as more than five times ERCOT’s record peak electricity demand. How the order fits ERCOT’s batch process
The audit also arrives after Texas had already begun replacing a one-project-at-a-time approach for major new users with a batch-based review. In June, PUCT approved ERCOT’s “Batch Zero” process, which groups qualified large-load projects of 75 megawatts or more into a single systemwide study. ERCOT said the framework is intended to assess the combined effect of prospective demand, allocate available grid capacity and identify needed transmission upgrades. (ERCOT)
That background matters because Abbott’s action builds on, rather than wholly replaces, the state’s recent large-load planning work. ERCOT had planned to notify Batch Zero applicants of their project classifications in August, while a final transmission plan for the batch was expected in fall 2027. ERCOT’s planning materials and notices show that the process is designed to evaluate whether proposed loads meet eligibility, data-submission, financial-security and other readiness conditions. The immediate implementation signal is consequential for that schedule. ERCOT told Data Center Knowledge that it would work with PUCT on Abbott’s directive, including postponing the Batch Zero transmission-planning study. The available reporting does not establish a revised timetable. It also does not show that any particular project has been rejected, that construction has stopped at a particular site, or that power costs and financing terms have changed for a named developer. What developers and planners face next
For builders, the practical takeaway is a higher evidentiary burden before a proposal can advance through ERCOT interconnection. A queue position alone may no longer be enough; developers will need to provide information relevant to the project’s power needs, infrastructure plans, resource use and local footprint. That could help regulators distinguish proposals that are ready for system planning from requests that lack key details, although the real-world effect will depend on the audit’s procedures and timing.
The policy comes as ERCOT and other grid planners confront an interconnection challenge created by a rapid influx of large-load requests. Before the audit order, ERCOT said its existing process had not been designed for the volume of requests it was receiving, and Texas reporting described a system built for dozens of projects that had received 225 new interconnection requests in 2025. The new batch process was intended to give planners a fuller view of concentrated demand and avoid repeated, quickly outdated individual studies. (The Texas Tribune)
For the AI-infrastructure sector, Texas remains a major market, but the August 3 directive adds a state-level review gate at a critical point in project development: securing a path to grid service. The next questions are administrative rather than rhetorical—how long the audit will take, what documentation PUCT and ERCOT will require, how projects already in the process will be handled, and when Batch Zero planning will resume. Until those details emerge, describing the action as tougher interconnection scrutiny is more accurate than calling it a halt on Texas data-center construction.
